Line a large sheet pan with parchment paper, and set it aside.
In the bowl of a food processor, pulse the Oreos until they turn into crumbs.
Add the cream cheese to the food processor bowl and pulse until a firm dough comes together.
Using a medium-sized cookie scoop, portion the dough, then gently roll it between the palms of your hands to form round balls.
Arrange the Oreo balls on the sheet pan and transfer it to the freezer for 10 minutes to firm up.
While the Oreo balls are chilling, microwave the candy melts in 30-second intervals until they melt, stirring in between each interval. Important: Be sure the mixture isn't too hot when you start dipping the Oreo truffles or they will break down into the candy coating.
Pierce a fork or toothpick into a cold Oreo ball and dip it into the candy melt, gently turning it to coat the entire ball. Transfer it back onto the parchment paper and place a candy heart on top.Note: The coating hardens quickly, so be sure to place the candy hearts on immediately after dipping.
Repeat until all the Oreo balls are coated and decorated.
Keep the truffles in the refrigerator until you are ready to serve them, for up to 4 days.

Using candy melts for coating the Oreo balls is the best option, because they melt well and don't seize up as easily as chocolate chips. They also come in colors like pink and red, which are also great options for Valentine's Day.
Let the melted coating cool for a minute before you start dipping the balls. Otherwise, it may start to melt the cream cheese mixture.
The candy coating firms up and harden very quickly. So, have the candy decorations nearby, and place them on as quickly as possible.
